Upgrade meson to 0.48.2

Problems running native unit tests that are cross compiled but built on and for X86 are skipped by meson test. Believe this is some bugs fixed between 0.44.1 and 0.48.1.

There is already a meson upgrade in progress to 0.46.1 crrev.com/c/1318210, this also requires upgrading python from 3.4 to 3.6 because meson > 0.45 dropped support for python 3.4.

Testing if the upgrade to meson 0.46.1 will fix our cross compiled unit test issue.

closing this, if the inprogress upgrade to 0.46.1 doesn't solve the UT problem then will re-open.
