With shelf hidden, pressing elements low on the display still activates apps on shelf

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11316.6.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3626.8 Safari/537.36
Platform: 11316.6.0 (Official Build) dev-channel eve

Steps to reproduce the problem:
1. Hide the shelf, either by activating Autohide Shelf or using full screen mode
2. Press anywhere near the lower edge of the display (for example, many Android apps have buttons on the bottom of the display)
3. Chrome OS will trigger the hidden icon instead of whichever button you were trying to press

What is the expected behavior?
Chrome OS should trigger the visible elements, not the hidden ones.

What went wrong?
Shelf icons can still be pressed and opened even when the user has hidden them.
