Kiosk apps no longer auto launch (even though enabled)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36
Platform: 11021.81.0 (Official Build) stable-channel panther

Steps to reproduce the problem:
1. Install kiosk application
2. Enable auto launch
3. logout

What is the expected behavior?
I expect the kiosk application to auto launch after logging out and after restarting the device.

What went wrong?
Goes to a login prompt rather than auto starting the kiosk application. (I have manually launch the app at this point.)

Did this work before? Yes 69 (as far as I have been able to determine)

I'm am the author of the above application. While the majority of our customers run the application on managed devices, our development, QA departments and a hand full do not.  It is critical that this works for development and testing purposes.
 
It's not just your app, the Kiosk app by Matt Cook is experiencing the same issue, and I would guess others are as well. Kiosk mode has been trashed since version 69 and Google seems not to care.
