PDF Javascript app.launchURL is not working

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. download attached file
2. drag it into chrome tab
3. try to click on the text
4. nothing happens.

What is the expected behavior?
it is expected when click on the link that a new tab/window is opened 

What went wrong?
it does not work, the link is not clickable.

the link contains the adobe/PDF javascript to open url
javascript added

app.launchURL("https://google.com", true);

When doing the same in IE (tested no IE11) it does work.

Did this work before? N/A 

Chrome version: 70.0.3538.110  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

Is this related to security that it is blocked?
or just not implemented?

CJS_App::launchURL() is empty, with a comment that says "Unsafe, not supported, but do not return error."

Though I wonder if it would be ok as long as we don't try navigating to sensitive schemes like chrome://.
