OS: Windows (7, 8, 8.1, 10) & Linux (14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://settings/addresses page and click on 'Add' button ('Add address' overlay will open).
(2) Scroll down and click on 'Country/Region' dropdown (list will appear).
(3) Now hover the mouse up and down over the last entry near dropdown box and the dropdown itself.
(4) Observe.

Actual Result: Unnecessary dropdown list scrolls down on hovering mouse over the dropdown box and last dropdown entry.

Expected Result: Dropdown list should not scroll down on hovering mouse over the dropdown and last dropdown entry.

This is a regression issue broken in ‘M-73’, below is the Manual Regression range and will soon update other info.
Good build: 73.0.3636.0 (Revision: 615029)
Bad build:  73.0.3637.0 (Revision: 615356)

You are probably looking for a change made after 615126 (known good), but no later than 615127 (first known bad).
