Tab focus rectangle larger than "Remove this user" text bounds on right-hand side in remove-user menu

Issue description

Chrome Version: 73.0.3636.0/11382.0.0 dev channel Kip,Daisy and Reks
OS: Chrome

Pre-Condition : Sign into 2 Users

What steps will reproduce the problem?
(1)In Sign-out screen press 'Tab' key until focus is on drop down of second user -> now click on 'Enter' button then tab focus shifts to 'Remove this user'
(2)Now observe tab focus on 'Remove this user' is exceeding  i.e. tab focus should be within the text 
(Please refer Video)

Expected:  Tab focus on 'Remove this user' should be within the text 
Actual: Instead tab focus on 'Remove this user' is exceeding 

This is Regression Issue as same is working fine on M-68

Note : Issue is also seen on M-69,M-70,M-71 and M-72

Summary: Tab focus rectangle larger than "Remove this user" text bounds on right-hand side in remove-user menu (was: Regression : Tab focus on 'Remove this user' is exceeding in Sign-Out screen)
I'm guessing the fix is to reduce the bounds of the button to just fit the text. Is this something we want? I.e. make it so you have to click on just the immediate area of the text, rather than the entire bottom of the bubble?
