What steps will reproduce the problem?
(1)Sign into user >> Set the chrome display language to Arabic
(2)Go to chrome://settings/manageAccessibility/tts page and observe the text at speech engines
Actual:Text at speech engines section is seen in english when display language is Arabic
Expected:Text at speech engines section should be seen in arabic when display language is Arabic
This is a Non-Regression seen from M-69
