Pre-condition:
Enable below flags under chrome://flags.
-Enable using the Google local NTP
-New Tab Page Background Selection
-New Tab Page Custom Links
-New Tab Page Material Design Icons


What steps will reproduce the problem?
1. Launch chrome and Drag thumbnail in bookmark bar.
2. Navigate to chrome://flags and observe the dragged thumbnail.


Actual Result :Glimpse of Blue  ring is seen on dragged thumbnail when navigated to chrome://flags.
Expected Result : No such Glimpse of Blue ring should be seen on dragged thumbnail when navigated to chrome://flags


This is a regression issue broken in M-70 and will below is the bisect info:
Good Build : 70.0.3515.0
Bad Build  : 70.0.3516.0

You are probably looking for a change made after 581373 (known good), but no later than 581374 (first known bad).
