Steps to reproduce the problem:
1. Create any element with resize: both; and a inner border or padding equal or larger to the font-size 
a <p style="padding-left: 1em; border-top: 1em solid black; resize: both; overflow: overlay;">P</p> is fine

2. Resize it to the lowest possible size.

What is the expected behavior?
It stops on 0px.

What went wrong?
DOM values after resize should be something like <p style="padding-left: 1em; border-top: 1em dotted black; resize: both; overflow: overlay; width: -1px; height: -1px;">P</p>

As soon as you reach -1px height it snaps to the automatic height. But only for height: -1px;. Any other negative value will hide the content.

Doesn't matter if box-sizing: content-box; or border-box;.
