What steps will reproduce the problem?
(1)Sign into user >> go to chrome://settings/manageAccessibility/tts
(2)Click on Settings button at eSpeakNG text-to-speech and observe
Actual: No languages are seen at 'Enabled Languages' section for first time opening of eSpeakNG text-to-speech extension page
EXpected: Languages should be seen in eSpeakNG text-to-speech extension page for the first time also
Raising this as a Non-Regression issue as it is a new feature from 73.0.3636.0 dev
