Smooth pinch to zoom for Windows

As  Issue 575670 , Chromium supports two-finger touch to zoom but it is not smooth as Edge https://chromium-review.googlesource.com/786348 indicates this just simulates ctrl+wheel which is not enough.

Now that Edge switches to Chromium, this bit shouldn't be lost I guess.

We have async touchpad pinch event ( issue 565980 ) improves touchpad pinch zoom landed at M71. And a Windows event hit testing bug ( issue 871257 ) fix landed at M72.

Please check again.

Just installed Canary and this wasn't as I expected or like Edge. Please note that I don't have touchscreen but just touchpad, https://chromium-review.googlesource.com/786348 however suggests pinch to zoom fires Ctrl++ which is good but what Edge has apparently is very precise and real time pinch to zoom support, just like touchscreens but for touchpads
