Regression: [DevTools] Blink of blue highlight is observed while clicking on 'Clear all profiles' icon in 'Memory' section

Chrome Version: 72.0.3626.14 Revision	6f7b22605ffcc9509cfd22ac7f9b330417227a3b-refs/branch-heads/3626@{#248}(32/64 bit)
OS:  Windows (7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.2) & Linux (14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, open NTP and then open dev tools window on it.
(2) Navigate to Memory section of dev tools and click on 'Clear all profiles' icon.
(3) Observe highlight.

Actual: Blink of blue highlight is observed while clicking on 'Clear all profiles' icon.

Expected: No such a blink should seen.

This is a regression issue, broken in 'M72', will soon update the other info:

Thanks for the report.  While the symptom is different, the core issue is the same as another, so merging w/ duplicate.
