Define gn target for fuzzer wrapper script under tools/code_coverage

By defining a proper target with any dependencies we can then make libfuzzer depend on it if the appropriate gn flag is set, so that it is included in the isolate.

I think this is done by adding the script as a data dependency of fuzzer test template, please re-open it if I understand it incorrectly.
