OS: Windows (7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.2) & Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, open NTP and zoom-in the page.
2. Now traverse the focus on zoom icon using 'F6' & 'Tab' key (for windows)/'Tab' key (for Mac) and click 'Enter' key.
3. Click on 'Reset' button and press 'Esc' key.
4. Now Observe the focus.

Actual Result: Grey focus highlight traversal is not seen properly in Omnibox (focus traverses from zoom icon to Restart button).

Expected Result: Grey focus highlight should be seen on bookmark icon after traversing from zoom icon.

This is a regression issue broken in ‘M-72’, below is the Manual Regression range:
Good build: 72.0.3591.0 (Revision: 602532)
Bad build:  72.0.3592.0 (Revision: 602946)

Using per-revision script, below is the bisect info:

You are probably looking for a change made after 602567 (known good), but no later than 602568 (first known bad).

NOTE:
1. Issue is also seen on M-72 Canary (build #73.0.3636.0).
2. In Mac, focus is lost after traversing from zoom icon.
