OS: Win(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2) and Linux(14.04 LTS).
	       
What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://restart and relaunch browser to invoke remote NTP.
2. Now, on Remote NTP, click on gear icon and select Chrome Background from the menu.
3. Now, Resize the browser to LHS and observe chrome backgrounds overlay.

Actual Result: Unwanted space is observed on 'Select a collection' overlay when resizing the window.
Expected Result: Unwanted space should not be seen on 'Select a collection' overlay when window is resized.

This is a regression issue, broken in 'M-70', and below is the bisect info:
Good Build: 70.0.3537.0 (Revision: 587303)
Bad Build : 70.0.3538.0 (Revision: 587811)

Note: 
1. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message for above range. (tried on other machines but still getting the same error again)
2. Unable to perform Chromium bisect as 'File is not a zip file' error is seen.
3. Hence providing suspect manually.
3. Issue is also seen on Stable #71.0.3578.80 Beta #71.0.3578.80 and Canary #73.0.3636.0 build.
