Ensure proper CPM and Page Loads tracking for Slim Navigation Manager feature

Slim Navigation Manager's CPM has increased in comparison to Legacy Navigation Manager. There are 2 possible reasons for the change:
 - Slim Navigation Manager is less stable
 - Slim Navigation Manager logs fewer Page Loads

Both cases are pretty bad, because Chrome for iOS team expects CMP metric to be comparable across release and use Page Loads as one of quality metrics.

Peter, do you have time to help us understand why CPM has increased for IOSSlimNavigationManager variations study in M70? Study config is IOSSlimNavigationManagerStable.json.
