Launcher can't be swiped up from status area of auto-hide shelf

Chrome Version: 73.0.3631.0

What steps will reproduce the problem?
(1) Set shelf to auto-hide.
(2) Swipe up to show shelf.
(3) Swipe up from status area to drag up the launcher.

What is the expected result?
Launcher should can be dragged up.

What happens instead?
Launcher can't be dragged up.

Interesting! I can repro that on Acer Chrometab 11 and M-72.
