Soft crash when all windows are moved to an external USB-C display

Issue description

Chrome Version: 70.0.3538.110 (Official Build) (64-bit)
Chrome OS Version: 11021.81.0 (Official Build) stable-channel eve
Chrome OS Platform: Google Pixelbook C0A
Network info: N/A

Steps To Reproduce:
(1) Connect the Pixelbook to an external USB-C display
(2) Move all windows from the Pixelbook display to the external display


Expected Result:

All Chrome windows are now on the external display.


Actual Result:

The both screens go black. After a moment the desktop reappears with a single Chrome on the Pixelbook display. In the top right corner of the window there will be a prompt stating that an unexpected error occurred and asking if I want to restore my windows.


How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

Always


What is the impact to the user, and is there a workaround? If so, what is
it?

Make sure at least one open window remains on the Pixelbook display.
