Chrome opens websites in russian for websites that offer a russian versian once i log into my google account

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36 Example URL: google.com/drive Steps to reproduce the problem: 1. Open chrome 2. Turn on sync and log into my google account 3. Go to any website that offers a russian version (such as facebook, twitter, google websites) What is the expected behavior? The websites should open in English in normal mode, as my chrome settings are set to English, and should open in arabic in incogniot as i live in egypt What went wrong? Last june i lost a phone in russia. On november 8th that phone was accessed from russia. Since november 9th, chrome has been directing me to russian versions of any website that has one, including facebook, twitter & youtube. When i open chrome in incognito, google.com also opens in russian (although not google.ru). Also the chrome app on my current mobile behaves similarly. All my account language settings are set to english, including my account language, gmail language, chrome language, search language, and the search region is set to united states although it sometimes reverts back to current region. When i log into chrome on PC using another google account it works normally, however when i logged into chrome app on my mobile phone using another account it exhibited the same behavior. PS. The snapshots titled img3 & img4 were taken while in incognito. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? Yes Does this work in other browsers? Yes Chrome version: 70.0.3538.110 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: I tried to fix the problem by taking the following actions: 1- Remove all linked apps 2- changed my google account password 3- logged out and back in to update my location 4- made sure that my account's language settings are set to english 5- locked and erased my account on the lost phone using find my device 6- Reset the language on chrome settings to English. This fixes the issue on normal mode as the settings are saved through cookies, but i have to explicity set the language to english for each website (such as facebook, twitter, youtube, etc...), and I'm still experiencing russian on incognito (no use of cookies). Also if i reset the settings to default, the russian language is returned to the normal mode as well 7- set the account language to russian, relaunch chrome and reset to english 8- Uninstalled and deleted all files/ folders for Google Chrome Browser (Program Files (x86)\Google, Users\msonbol\AppData\Local\Google, Users\msonbol\AppData\Roaming\Google), then reinstalled chrome 9- Set the language to spanish, to see if the russian will disapear

"Unable to reproduce the issue on reported chrome version# 70.0.3538.110 using Windows 10, Ubuntu 17.10 and Mac 10.13.6 by following steps as per comment#0. steps followed: 1. Open chrome (70.0.3538.110) 2. Login to chrome and change chrome language to Russian. 3. After step 2 open any website in chrome and observe. 4 Chrome opening webpages in Russian language. 5. Change setting to default and logout from chrome and uninstall. 6. Install chrome again and login into chrome with same account. 7. On opening website able to view in english. @Reporter: As we could not reproduce the issue from our end, could you please let us know if we have missed anything in the process. Any further inputs from your end may be helpful. Thanks...!!"

The problem is specific to my account, and can be transferred to any other account if i log in to chrome app on my phone using it. To demonstrate, I created 2 new accounts today, and logged into chrome using only one of them, and the same was transferred to that account. Here are the accounts' crednetials so you can check for yourself: minasonbol11122018@gmail.com / test_1234 --> logged to chrome using this account minasonbol111220182@gmail.com / test_1234 Now, if you open chrome and log into it using the 1st account and turn on the sync, you'll be able to reporduce the same symptoms, just go to google.com/drive (and try to change the language). Also, you should try opening an incognito session once logged in and check the search settings. Do the same using the other account to see the difference. If you need further proof, you can create an account yourself, and check its settings, then send me its credentials and I'll log into chrome on my phone, and the same behavior will happen with it. Finally, I believe that this is actually a chrome issue and not an account issue becuase the other apps are working normally (like youtube app), and this behavior is only demonstratable through chrome.

Tried checking the issue using the test account credentials provided in comment#6 on reported chrome version 70.0.3538.110 using Windows 10 with the below mentioned steps. 1. Launched Chrome 2. Singed/synced in to the profile 3. Navigated to google.com/drive 4. Changed language settings 5. In Incognito mode, checked for chrome language 6. Navigated to a Russian webpage. The webpage was rendered in English, though we have changed the language settings in google drive. And observed English language under chrome://settings/languages. Attaching the screencast of the same for reference. @Reporter: Could you please have a look at the screen cast and let us know if we have missed anything in the process. Any further inputs from your end may be helpful. Thanks!

Re-Checked the issue on chrome version 70.0.3538.110 using Windows 10 with the steps mentioned in comment#8. Yet we couldn't reproduce the issue from our end, hence removing Needs-Bisect label and requesting someone from respective team to have a look into this and help in further triaging it. Tentatively adding components UI>Browser>Language and Services>Sync, please remove/change if they aren't apt. Thanks!

Likely a duplicate of Issue 784740. We need to verify. minasonbol@gmail.com, can you please (on your desktop) - open your profile folder (the path is written in chrome://version) and - open the json file "Preferences" (for instance in Chrome) and - tell me the value of the intl.accept_languages preference? (search for "accept_languages", the value is right after that) Thanks!
