WebglConformance_conformance_rendering_out_of_bounds_index_buffers is failing pretty consistently on Windows/NVIDIA/Passthrough/Vulkan config. We know what CL started it (https://crrev.com/c/1348974), however we're not sure this CL is actually at fault. The logs from the bot are not very helpful and we could not reproduce the issue locally.
