Jaws does not indicate Incognito mode

Project Member Reported by lprazdnik@chromium.org, Dec 10

Issue description

Version 72.0.3626.7 (Official Build) dev (64-bit)
Steps:
1. Navigate to chrome icon in the task bar
2. Press applications key or shift F10 to activate the context menu
3. Press Down arrow to navigate to and activate "New Incognito window"
Expected: Jaws announces 'New Tab - Google Chrome (incognito)'
Actual: Jaws announces search box in focus only
Reproduces in Dev
Note: pressing Jawskey + T to report title results in jaws announcing the title of the page, but it still omits the incognito indication.

Able to recreate in stable channel:
Google Chrome	71.0.3578.98 (Official Build) (64-bit) (cohort: 71_Win_98)
Labels: -Type-Bug-Regression Type-Bug
1. If you load a webpage and press Insert+T, it says incognito

2. If you open a new tab and press Insert+T, it does not (but it should)

Probably not a regression?

"New Tab - Google Chrome" needs the same handling
Could be a good first bug? Should be possible for a developer to debug on any platform, not just Windows

See the unit test "BrowserViewTest.AccessibleWindowTitle"

I can't reproduce anything here.

I tried opening Incognito windows and pressing Insert+T. They're announced as Incognito, every time. Whether it's a new tab or not.

I tried opening incognito via the context menu. If you look at the NVDA speech viewer you can see that NVDA starts announcing the window title, which does include Incognito - but then the address bar gets focus, so then it announces the address bar.

Should the screen reader wait until it finishes speaking the complete window title before telling you what's focused? Maybe, I don't know.

I can't find an actual Chrome bug to fix here.

Perhaps:
* A bug against JAWS or NVDA or both to announce the full window title before speaking anything else
* A feature request to indicate Incognito in the address & search bar's name?

Or, maybe I'm totally missing something.

Leo and Shrija have taken a look. Laura, could you be the tiebreaker?

Let'e either turn this into something clear and actionable, or close it as WontFix.

Isn't this a duplicate of crbug/864803?

Any update on it?
