We've seen issues with BitBounce before. I think in the past what we've done is set the user's delivery message to "Digest" (so that they're not getting messages directly from posters to chromium-dev) and then made sure they don't have posting privileges. I have done so in this case and I'll send them a message as well.

Actually, I'm not going to send an email, since presumably BitBounce would bounce it :).

I've just (prior to making the changes) gotten bitbounce emails from rabiuilm43@gmail.com as well as vincelacsina@gmail.com. Two seems like an odd coincidence, so I wonder if BitBounce broke something ...
