dragging bookmarklet from page content to bookmarks bar fails to create bookmark

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36

Steps to reproduce the problem:
1. Start dragging a bookmarklet from the content of a web page.
2. Drag onto the bookmarks bar; notice that the vertical bar doesn't appear like it normally would.
3. Let go of the left mouse button.

What is the expected behavior?
When I drag a bookmarklet onto the Bookmarks Bar, I expect to see a vertical bar while I'm still holding the mouse button. When I let go, I expect to see a new bookmark entry on the bar.

What went wrong?
The UI doesn't register that I've dragged the bookmarklet onto the bar (the dragging element shows, but the vertical bar that normally shows on the bookmarks bar isn't there). It also doesn't add a bookmark when I let go of the mouse button.

Did this work before? Yes 70

Chrome version: 71.0.3578.80  Channel: stable
OS Version: OS X 10.14.1
Flash Version: 

We noticed that this was broken in Chrome 69 as well (and fixed in Chrome 70).

Tried testing the issue on the reported chrome version #71.0.3538.80 using Mac OS 10.14.1 and Mac OS 10.14 by following below steps.

Steps:

1.Launched chrome.
2.Searched for "facebook" in the Omnibox.
3.From the search results tried dragging the URL to the bookmark bar.
4.Observed that URL did not get added as a bookmark.
