ChromeVox doesn't announce whether page is maximized

Issue description

72.0.3626.8
Firmware: Google_Cave.7820.384.0
Steps:
# Launch ChromeVox (Alt + CTRL+ Z)
# In browser, navigate to tool bar and activate Maximize button
Expected: ChromeVox announces page is maximized
Actual: ChromeVox does not announce anything
Reproduces in Dev

This issue is marked as a release blocker with no OS labels associated. Please add an appropriate OS label.

This isn't a regression from what I can tell. It's not even a behavior that's standard. Typically, there's no confirmation output when selecting a menu item. This is actually similar to other platforms/screen readers.



What I am worried about is web apps that have menu items. For example, Docs -> accessibility menu -> settings -> braille mode check box menu item. Selecting and hitting enter on this would not announce the new state.

I'm closing for now, but if you feel strongly we can re-open as a low priority bug.
