Issue description<b>Chrome Version: <From about:version: Google Chrome x.x.x.x></b> Chrome OS Version: 72.0.3611.0 Chrome OS Platform: Pixelbook <b>Network info: <network, encryption type, router model (if known)></b> Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1) Open two Chrome windows and a Text editor window (2) Un-maximize one of the Chrome windows and resize it (3) Switch focus from the Chrome window to the Text window (either alt-tab or click) Expected Result: Windows stay the same size. Actual Result: The Chrome window that loses focus automatically resizes/repositions to take up half the screen. The resize seems to depend on how many Chrome windows are open. With two windows, it will take up half the screen. With three, it takes up a quarter. How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) Always What is the impact to the user, and is there a workaround? If so, what is it? It's really really annoying. There's no workaround if I want to use multiple Chrome windows that aren't maximized and don't use the default snap behavior. Please provide any additional information below. Attach a screen shot or log if possible. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.
