Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36 Steps to reproduce the problem: 1. Install English Chrome, on your English PC 2. Visit http://jguk.org/ 3. Observe "Translate this page?" popup. What is the expected behavior? Should not be any popup offering to translate. Same on desktop, and Android. What went wrong? The website is in English, and even has English meta tag <html lang="en"> Did this work before? Able to reproduce the issue on chrome reported version# 71.0.3578.80 and on latest chrome# 73.0.3636.0 with steps mentioned in comment# 0 using Mac 10.12.6, Windows-10 and Ubuntu 17.10. As this issue is seen from M-60(60.0.3112.0), hence considering this as Non-Regression and marking it as Untriaged. Thanks!
