[CCA 5.2.7] Orbatrix: recorded audio playback with poor quality audio, noisy/static/sound like robot

Issue description

Chrome OS Version:  11316.14.0, 72.0.3626.12(dev) channel 
Android vers: 9
Devices: Orbatrix

Steps To Reproduce:
1.Open "CCA 5.2.7" app from launcher 
2.Switch to "Video recording" 
3.Start recording
4.Stop recording
5.Playback recorded video 
Observe behavior below: 

Expected result:
Recorded video/audio playback should not have any audio issue

Actual result:
Recorded audio playback with poor quality audio, noisy/static/sound like robot

Note: also reproducible with GCA app

- not reproducible on Nocturne.

How frequently does this problem reproduce? (100%)

FYI, I also file a bug related to "Audio Recorder" app...not sure is this related.  Bug: https://buganizer.corp.google.com/issues/120786535

Since this problem happens for different apps (CCA, GCA, third-party apps), I would suspect it's a platform problem.
