ssh_client: Is it possible to do SSH Key Forwarding in SecureShell?

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win10, MacOS 10.12, etc...)

What steps will reproduce the problem?
(1) SSH into Linux machine
(2) Try using ssh-add <key>
(3) Try to shh

What is the expected result?
For the SSH key to be forwarded back to the chromebook agent

What happens instead?
Get an error that says "could not add identity... agent refused operation"

seems to work for me using a gnubby.  it would help if you described the actual connection settings you're using.
