Onscreen keyboard does not work

Project Member Reported by pkolloch@google.com, Dec 10

Issue description

Chrome version: (copy from chrome://version)
OS: Chrome

Google Chrome	70.0.3538.110 (Official Build) (64-bit)
Revision	ca97ba107095b2a88cf04f9135463301e685cbb0-refs/branch-heads/3538@{#1094}
Platform	11021.81.0 (Official Build) stable-channel eve
Firmware Version	Google_Eve.9584.160.0
Customization ID	GOOGLE-EVE
ARC	5133027
JavaScript	V8 7.0.276.40
Flash	31.0.0.148

Repro steps:
1. sudo apt install lyx inkscape
2. Start lyx or inkscape
3. Get into a context where you enter some text.
4. Hardware keyboard works.
5. Enable Accessibility Options
6. Enable onscreen keyboard and start typing.

Expected: Effect should be the same - whether I type a letter using the onscreen keyboard or the hardware keyboard.
Actual: No reaction to typing on the onscreen keyboard

The impact is, of course, much worse when you use the tablet mode of your device or with devices that do not have any hardware keyboard! That is actually the situation a friend reported.

I'm marking this as a dup of crbug.chom/826614 Since we need to add IME support for crostini apps
