Broken in 71.0.3551.0 via r590747 "Reland "[tabCapture] add a new getMediaStreamId method"" Fixed in 73.0.3632.0 via r614198 "tabCapture: remove the check that target browser must be tabbed" Hopefully the fix will be merged to at least 72. Repro note: for step 2 you can run that command in devtools or put the code below in an html file <button onclick="window.open('https://www.example.org', null, 'target=window'); close()">click me</button>
