"Error finding tab to capture." when call chrome.tabCapture.capture in target=window

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36

Steps to reproduce the problem:
1. install the extension from the zip archive
2. open new window with 'target=window' - window.open('https://google.com', null, 'target=window');
3. press 'CTRL + SHIFT + S'

What is the expected behavior?
the captured stream is displayed in a new tab

What went wrong?
stream is not captured, error in the console "Error finding tab to capture."

Did this work before? Yes 70

Does this work in other browsers? N/A

Chrome version: 71.0.3578.80  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Broken in 71.0.3551.0 via r590747 "Reland "[tabCapture] add a new getMediaStreamId method""
Fixed in 73.0.3632.0 via r614198 "tabCapture: remove the check that target browser must be tabbed"
Hopefully the fix will be merged to at least 72.

Repro note: for step 2 you can run that command in devtools or put the code below in an html file

I see the fix was already merged in 72 via 913b7b7df8d4d96dff351f162763d5366293e275 .

When will this issue be fixed? The link to the issue https://bugs.chromium.org/p/chromium/issues/detail?id=911868 is not allowed, permission denied. This case is very important for my app
It's fixed in Chrome 72 which will become stable in January.
