Facebook video calls error

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36

Steps to reproduce the problem:
1. Open Facebook.
2. Try to video call any contact.
3. Give permission to Chrome to access the camera and mic.

What is the expected behavior?
Hardware Access Error.

What went wrong?
Although voice calls work perfectly, Video calls don't. This issue only occurs with Chrome, but doesn't present itself in any other browser I try. My drivers are up to date and I gave Chrome access to my camera and mic.

A few questions:
1. Can you make sure the camera is not open by another application while you are making this call?

2. Do you get the same problem in appr.tc and https://webrtc.github.io/samples/src/content/getusermedia/gum/ ?

3. Can you provide the output you get from https://guidou.github.io/enumdemo.html?
