Regression: Guest mode/ Browser as Guest is missing in Add person overlay

Chrome Version: 73.0.3635.0/11377.0.0 dev channel Kip, Reks, Daisy

What steps will reproduce the problem?
(1)In Sign-out screen, Click on Add person and observe Guest mode/ Browser as Guest is missing

Actual: Guest mode/ Browser as Guest is missing in Add person overlay 
Expected: If Guest mode on Add person overlay is removed intendedly atleast Browse as Guest should be seen beside shut down button 

This is a Regression issue as same is working fine in 72.0.3626.8/11316.6.0 dev

Given we're not showing "Browse as Guest" in the shelf I think that the new behavior is WAI, qnnguyen@ to confirm it was intentional.

I'm not sure that I made that particular change (i.e. removing the dropdown). However, I think it's correct given that "Browse as Guest" shouldn't be an option while the Add Person dialog is visible.

Could it be from when you removed some of the C++->webui plumbing?
