NTP Page title is not translated from RTL to English

Issue description

App Version:72.0.3626.9
iOS Version: 12.1,11.4.1
Device: iPad only(iPad Pro, iPad 6th Gen)

Precondition: Device language should be set to Arabic(RTL)

Steps to reproduce:
  1. Launch Chrome
  2. Change device language to English
  3. Relaunch chrome > Observe

Observed results: NTP Page title is not translated from RTL to English

Expected results: NTP Page title should be translated from RTL to English

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install:Yes
Bug reproducible after clearing cache and cookies:Yes
Observed behavior in Chrome Mobile on Android: No
Check for similar behavior on Firefox/Safari:NA 
Bug reproducible on current stable build (App Version, iOS Version): No on 71.0.3578.77, iOS Version-12.1,11.4.1
Bug reproducible on the current beta channel (dogfoody) build (App Version, iOS Version):Yes on 72.0.3626.9, iOS Version-12.1, 11.4.1

This is probably working as intended. Once a tab is created, it is given a name based on the current locale/language. Changing device language afterwards doesn't change the tab's name.

Go ahead and try to create a new tab after you change language back to English. The new tab should be "New Tab".
