Regression:[Print Preview]Arrow pointer is seen on hovering over 'Fit to page' option

Issue description

Chrome Version:73.0.3636.0 (Official Build)Revision d7bdcf228a1b16a2e5419a099a40c0ab3344aae3-refs/branch-heads/3636@{#1}(32/64-Bit)
OS : Mac(10.13.1, 10.13.6, 10.14.2)

What steps will reproduce the problem?
1. Launch chrome, press 'Cmd + P' to open print preview.
2. Click outside print window so that focus is no longer on the Print overlay. 
3. Now hover the mouse on the lower Right hand side of the Print preview over the 'Fit to page' options and observe.

Actual Result   : Arrow pointer is seen on hovering over 'Fit to page' option and hence unable to click on the 'Fit to page' icon.
Expected Result : Hand pointer should be seen on hovering over 'Fit to page' option .

This is a regression issue broken in M-70 and below is the bisect information:
Good Build : 70.0.3503.0 (Revision : 578160)
Bad Build  : 70.0.3504.0 (Revision : 578510)

You are probably looking for a change made after 578333 (known good), but no later than 578334 (first known bad).

@ellyjones: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1. Issue is Mac OS specific.
2.Issue is reproducible only for the first attempt after focus looses the Print overlay.

avi@, over to you for M73.
This requires a click outside the dialog, as per step 2. Once that happens, the page has focus, not the dialog, and therefore loses cursor tracking.

How can we make the dialog refuse to give up focus when clicking outside it?
