Navigate to an extensions page, request a permission (e.g. microphone) and dismiss it 3 times which triggers an automatic block. Try to click the chip in the omnibox and notice that it says "You're viewing an extension page" and no permissions are listed. This makes it impossible to clear the embargo unless you clear browsing history. The permission does not show up in chrome://settings
