Embargo warning not printed to console for Mic/Camera |

Issue description1) Go to https://permission.site 2) Click "camera" and dismiss the prompt 3 times. 3) Should see a message in the devtools console: VideoCapture permission has been blocked as the user has dismissed the permission prompt several times. This can be reset in Page Info which can be accessed by clicking the lock icon next to the URL. See https://www.chromestatus.com/features/6443143280984064 for more information. Works in M70, but the message isn't seen in M73.

It's due to this change: https://chromium-review.googlesource.com/c/chromium/src/+/1251125 It returns early and does not call RequestPermissions in certain cases. |
