Mac PWAs: Apps are not re-installed with sync

Issue description

To reproduce:
1. Sign in to Chrome
2. Install Android Messenger (or any other app)
3. Delete your profile in ~/Library/Application Support/Google
4. Sign in to Chrome again with the same account
5. Observe that 
   A. All .apps in ~/Applications/Google Chrome are dead (they open-and-close)
   B. In chrome://apps, all PWAs are greyed out, and open as tabs (see attached)

WRT 5A: It's not clear if 5A is solvable, although it does lend some credibility to the idea that "maybe we aren't ready to start populating that directory yet".

WRT 5B: Should we be restoring the .apps in ~/Library/... on sync?

I think this behaviour is intended - we don't want to automatically reinstall PWAs via sync, but we want them present (and greyed out) so users can get them back quickly. We only sync and install on Chrome OS. This is similar to how Steam works - on a second computer, you have your library of games but none are installed without explicit user action.

Yep, this is WAI (it's a feature not a bug).
