Regression:Unwanted Blue ring is seen on Video frame in https://mounirlamouri.github.io/sandbox/media/dynamic-controls.html.

OS : Mac(10.13.6, 10.13.1, 10.14.2), Windows(7,8,10), Linux(14.04 LTS)

Test URL : https://mounirlamouri.github.io/sandbox/media/dynamic-controls.html

What steps will reproduce the problem?
1. Launch chrome and navigate to above URL.
2. Click on Play button and observe.

Actual Result : Unwanted Blue ring is seen on Video frame.
Expected Result : No such blue ring should be seen on Video frame.

This is a regression issue broken in M-73 and will soon inform  bisect information:
Good Build : 73.0.3633.0
Bad Build : 73.0.3634.0

Update:
You are probably looking for a change made after 614512 (known good), but no later than 614513 (first known bad).
CHANGE-LOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Note:
When clicked outside video frame slight flickering is seen at TOP LHS corner.

Blue ring is intended, video is now in focus.
