Text contrast of disabled button in settings is too low.

Issue description

In Android Chrome's settings, the contrast ratio of the caption of a disabled button is only around 2:1, see [1] for an example. It should be 4.5:1 at a minimum.

+huayinz@ recently updated our button styles to match the UX spec Hannah provide.

Hannah, will you please check the contrast ratio for disabled buttons?

Post holiday ping. hannahs@ - is this something we can address in the M73 to M74 time frame?

I looked at the screenshot in issue 896965, and the button background color appears to be #b5b6b7 (is this correct for 38% #3c4043 (modern_grey_800) on white?), which is indeed a 2.03 contrast ratio.
Would be great to have it in M73 if it's a simple fix, accessibility review of our mobile tracing feature (launching M73) depends on this :) Thanks!
According to go/mdcontrast disabled states are not required to meet contrast ratios (as it is not critical and additional support text is below).

As a nonblocking item however, I'd go with Theresa's suggestion to use 38% 800 on white (the material disabled state for a text button) if we have the resources!

We're already using 38% on white. The report is from a UI using our snowflake button.

eseckler@, will you please relay this information on your a11y launch review and see if they're OK with the exception?

We are already using 38% 800, according to calucation at https://stackoverflow.com/questions/6672374/convert-rgb-to-rgba-over-white, #b5b6b7 is 38% #3c4043 on white background.

Accessibility team is fine with the exception, so I'll leave it to you guys to decide if you want to change anything here or just close this out as WAI :)
