Useless 'esc' accent window for '~' key on ~[< layout.

Issue description

Chrome os:
Version 73.0.3635.0(platform 11377.0.0-18.12.09) dev-channel kevin test
Google_Input_Tools_Version:72.0.20181203.223901082

Steps:
1.Switch to any Chinese keyboard.
2.Switch to ?123 layout.
3.Switch to ~[< layout.
4.Check UI.

Actual:
1.'esc' appears within '~' key.
2.If long press on '~' key: Accent window pops up, shows 'esc', but no any reponse is select it.
3.‘esc’ truncates.

Note:
Repro with all Chinese keyboard, e.g. Pinyin, Traditional Pinyin, Cangjie, Quick, ...

Tried and found this issue repro for all keyboards with ~[< layout, e.g. US.

cheng, please fix ESC size problem.

BTW, ESC key is "work as intend".
