Chinese candidates pop up if type digital keys of Dayi_?123 layout

Chrome os:
Version 73.0.3635.0(platform 11377.0.0-18.12.09) dev-channel kevin test
Google_Input_Tools_Version:72.0.20181203.223901082

Steps:
1.Switch to Dayi keyboard.
2.Switch to ?123 layout.
3.Type any key of the first line, e.g. '1' key.

Actual:
Chinese candidates pop up.

Tried not repro with other Chinese keyboards, e.g. Pinyin, Traditional Pinyin, Cangjie, Quick, ...
