Provide Admin Console policy and UI for "AutoplayWhitelist"

Use case:
This policy is available on Windows and can be configured via Windows Group Policy. Without the policy and controls added to the Chrome Google Admin Console. there is no way to apply this to Chrome OS users.  

Motivation:
Preventing a loss of functionality for users moving from Windows managed devices where AutoPlay works to Chrome OS devices where AutoPlay does NOT work is a bad user experience. 

Chrome OS already supports the policy. There would be server side work to add a configurable policy in the Google Admin/Chrome management console.
