Even if you call chrome.runtime.reload(), it will not be reloaded

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.51.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.85 Safari/537.36 Platform: 11151.51.0 (Official Build) beta-channel peppy Steps to reproduce the problem: In my test app(Use attached file [ReloadSampleApp.zip]): 1. Upload an application to the web store 2. Install the application from the web store 3. Launch the installed application from the shelf 4. Click the reload button. (It calls chrome.runtime.reload()) What is the expected behavior? The application will be reloaded. What went wrong? Application is not reloaded. (It does not start after the application is closed) Launch the application from the shelf again, a white window is displayed(any elements are disappeared). Did this work before? N/A Does this work in other browsers? N/A Chrome version: 71.0.3578.85 Channel: beta OS Version: 11151.51.0 Flash Version: 32.0.0.101 The application is reloaded correctly by loading unpacked extension, instead of installing from the web store.
