Empty anchor elements have offsetTop set to the parent element

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3624.2 Safari/537.36

Steps to reproduce the problem:
1. Open index.htm

What is the expected behavior?
Output 1

What went wrong?
Output is 0

Did this work before? N/A 

Chrome version: 72.0.3624.2  Channel: canary
OS Version: 6.3
Flash Version: /

The issue is not seen in Firefox.

Able to reproduce the issue on reported chrome version 72.0.3624.2 also on latest chrome 73.0.3637.0 using Mac 10.14.0, Ubuntu 17.10 and Windows 10.  
 
Same behavior is seen on M60(60.0.3112.113) hence considering it as non-regression and marking it as Untriaged.
