Multiple accounts login for Gmail broken under Chrome

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36

Example URL:
https://accounts.google.com/AccountChooser?service=mail&continue=https://mail.google.com/mail/

Steps to reproduce the problem:
1. Open newly installed google chrome in private mode.
2. Go to gmail login page.
3. Login to your first google gmail account.
4. Logout from first account and login to second google gmail account.
5. Logout from second account and try to login with third account - upon login process after clicking the "Next" button for the password field, you will get chrome error "ERR_TOO_MANY_REDIRECTS".
6. Go to google.com and try to click on the Gmail link at the top left corner - Chrome will yield the same error.

What is the expected behavior?
To login into the third gmail account.

The only way to fix this (until you login to 3 different accounts again) is to clean the cookies for the google accounts domain, but this is not a sane user experience...

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? Yes 1 month older version of Chrome

Does this work in other browsers? Yes

Chrome version: 71.0.3578.80  Channel: stable
OS Version: 10.0
Flash Version: 

Chrome version (latest): 71.0.3578.80 (Official Build) (64-bit) with all Apps/Plugins/Extensions disabled.
OS Version: Windows 10 Pro 1803 (build 17134.441) with all updates.
System time is automatically set by NTP and is validated for accuracy.

I also tested the same functionality with the latest Firefox 63.0.3 (64-bit), and there is no such problem, so it is Chrome specific.

TL:DR this bug prevents users with multiple accounts to access the gmail service - once you get this error for too many redirects, every attempt to enter the gmail inbox page is unsuccessful.

Please take a look or escalate the problem to the relevant support team.

The Gmail link in 6. is at the top right, not left - sorry about that.
Workaround - deactivating "Block third-party cookies" allows access to gmail, but this doesn't explain why gmail works correctly under Firefox even if you choose to block third-party cookies...

Tested this issue on Windows 10 and Mac 10.13.6 on the reported version 71.0.3578.80 and unable to reproduce the issue by following the below steps.

1. Launched Chrome and opened a new Incognito window.
2. Navigated to gmail login page and logged into 1st account.
3. Logged out of the 1st account and logged into the second account.
4. Logged out of the second one and logged into the third account.
5. Could login to the third account and no issues are observed.
6. Navigated to google.com and clicked on gmail link, page is redirected to gmail inbox page.

Request you to check and confirm if anything is missed from  our end in triaging the issue.

Thanks for taking the time to investigate the issue.
Can I ask you to try the same once again, but this time, first activate the "Block third-party cookies" in the Settings > Content settings > Cookies > Block third-party cookies.

It seems that this is a required step that I didn't include in the initial report.

Also, here is the info for the error from the Dev Tools Network Tab.

Re-tested this issue on Windows 10 on the reported version 71.0.3578.80 and unable to reproduce the issue by following the below steps.

1. Launched Chrome and enabled "Block third-party cookies" in the Settings > Content settings > Cookies.
2. Logged in and logged out of gmail with 3 accounts as per comment #4 and no issues are observed.
3. Navigated to google.com and clicked on gmail link, page is redirected to gmail inbox page.
Attached is the screen cast for reference.

Note: Retried the above issue ~4 times in normal window and incognito window and no issues were observed.

As this issue is not reproducible at TE end, requesting 'Services>SignIn' team to look into the issue and help in further triaging.
