Enter opens dropdown rather than submitting form

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. Click on dropdown
2. Select option
3. Hit Enter to submit form

What is the expected behavior?
Form is submitted

What went wrong?
Dropdown is opened / drops down

Did this work before? N/A 

Chrome version: 70.0.3538.110  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
