ChromeOS wifi shuts off, doesn't work until reboot

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.33.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.57 Safari/537.36
Platform: 11151.33.0 (Official Build) stable-channel nocturne

I've filed a Feedback for this.

Sometimes the wifi will disconnect and refuse to see any networks unless I reboot. ChromeOS thinks the wifi is still turned on. Turning the wifi switch off and on doesn't fix the issue.
