ec-utils fails for boards that do not build an EC

The ec-utils package provides utilities for things that do not require it to build a Chromium EC.

Currently it is failing on the sarien board because that board does not use a Chromium EC so it has no build target.

This ebuild can check USE=cros_ec before failing to allow it to build for these devices.

ec-utils: Fix build/install without Chromium EC build target

This package installs ec utilities for things other than just the
Chromium EC so allow it to build/install if no ECs are built if
the board does not select USE=cros_ec.
