The app list activates if the Launcher key is released during keyboard shortcuts involving it.

Example for Launcher + down array (Page Down):

(1) Press Launcher key
(2) Press down array (to page down)
(3) Release Launcher key (while still holding down arrow)

Expected: Nothing happens
Actual: App list opens

Timing matters to repro; the Launcher key must be released quickly after the other key is depressed.
