Limited multilingual defaults for Guest Mode in ChromeOS

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.51.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.85 Safari/537.36 Platform: 11151.51.0 (Official Build) beta-channel celes Steps to reproduce the problem: 1. Log in as the device owner 2. Under chrome://settings/languages, try to add additional (not default-changing, in accordance to bug 329018 ) languages/keyboard layouts for Guest User 3. Log in to guest user. Languages/layouts remain unchanged. What is the expected behavior? The Guest user should have easier access (i.e. not requiring extensive navigation through unfamiliar menus every restart) to relevant languages/layouts. What went wrong? I live in a multilingual region, and the relevant languages are not available by default in Guest Mode. In addition, it seems there is no way for me to add the relevant languages/most common keyboard layouts as a Guest Mode option. In effect, my Guest users are forced to manually go through the settings and add the language/layouts (something that is not actually working at the moment; I will shortly file a separate bug report) after every single restart. This does not give those potential users a good first impression of ChromeOS. I understand the concerns related to Bug 329018 , and agree that these settings should not change the default layout/language for Guest Mode. They should, however, add to that default, so that the Guest user has easier access to the languages/layouts we both know are needed (without having to traverse confusing and unfamiliar menus, every single restart).
